The error FBA_INBOUND_CARTON_016 indicates that you have assigned the wrong quantity of the items to the boxes for the shipment, which means that Amazon Fulfillment Centers will end up receiving extra or fewer quantities compare to the previously submitted box-level information through ScanPower. 

The packed quantity may either be more or fewer units of the item in the Working Shipment.

To resolve this issue, ensure that the packed quantity of the items in the shipment matches with the quantity required in the shipment and send the contents again.  You might need to remove or add the units from the boxes.
